President Yoweri Museveni has dismissed Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka and her deputy, Eng. David Luyimbaazi, following last month’s tragedy at the Kiteezi landfill.
The incident, which claimed over 30 lives, has sparked investigations into oversight failures.
In addition to Kisaka and Luyimbaazi, Museveni also relieved KCCA Director of Public Health Dr. Daniel Okello of his duties.
A statement from State House on Tuesday cited findings from the Inspector General of Government (IGG) as the basis for the dismissals. The IGG’s report revealed severe negligence and mismanagement at the Kiteezi site, Uganda’s largest landfill, which led to the fatal incident.
“The President has directed the Criminal Investigations Department (CID) and other relevant agencies to thoroughly probe the matter, particularly focusing on potential criminal negligence linked to this tragic event,” the statement said.
Furthermore, President Museveni has instructed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, with the aim of appointing replacements within three months. In the interim, the Minister for Kampala will advise the President on temporary appointments to maintain continuity in KCCA operations.
The statement emphasized Museveni’s commitment to ensuring accountability and maintaining the highest standards of governance for the benefit of all Ugandans.
